Operatives of the Economic and Financial Crimes Commission (EFCC) have arrested the former Governor of Akwa Ibom State, Udom Emmanuel, for questioning in relation to serious allegations of financial misconduct. Emmanuel, who served as governor from 2015 to 2023 under the Peoples Democratic Party (PDP), was apprehended after responding to an invitation from the anti-corruption agency on Tuesday, March 4, 2025. The EFCC is investigating Emmanuel over accusations of money laundering, diversion of public funds, and other financial misdeeds during his administration. [earn]
The allegations against Emmanuel are highly concerning, with the Network Against Corruption and Trafficking (NACT) accusing him of gross financial mismanagement. According to the petitioners, Emmanuel’s government received an estimated ₦3 trillion from the Federation Account over his two terms in office, yet failed to account for as much as ₦700 billion. These claims suggest a major financial scandal involving state funds under his leadership.

The petitioners further claim that Emmanuel’s tenure left Akwa Ibom State in a dire financial state. The state allegedly faces a massive debt load of approximately ₦500 billion, with numerous infrastructural projects left unfinished, totaling ₦300 billion in liabilities. This has raised questions about the efficacy of the projects funded during his time in office. The accusations suggest that while large sums of money flowed into the state, much of it has gone unaccounted for, further deepening the financial crisis.

One of the most critical aspects of the ongoing investigation is Emmanuel’s failure to provide clear records or satisfactory explanations for the ₦700 billion allegedly missing from the state’s finances. The EFCC is scrutinizing these transactions and attempting to trace the flow of funds to determine how such a significant sum was mishandled or diverted.
At the time of writing, attempts to contact EFCC spokesperson, Dele Oyewale, for an official comment on the case were unsuccessful.
Emmanuel’s arrest forms part of a wider crackdown by the EFCC on former state governors and their financial dealings. Just days before Emmanuel’s detention, the EFCC arraigned another former governor, Theodore Orji of Abia State, alongside four others, at the Abia State High Court. Orji, who governed Abia from 2007 to 2015, faces accusations of misappropriating ₦47 billion in state funds. The charges against him include stealing ₦22.5 billion meant for security votes, ₦13 billion from a loan obtained from Diamond Bank, ₦12 billion from the Paris Club refund, and ₦10.5 billion from a loan provided by First Bank.

In Orji’s case, the EFCC has filed a 16-count charge against him and his co-defendants, accusing them of conspiring to embezzle billions of naira earmarked for critical state projects and government programs. Despite the serious nature of the charges, Orji and his co-defendants, which include his son, Engineer Chinedum Orji, former Commissioner of Finance for Abia State, Dr. Philip Nto, government contractor Obioma King, and former Director of Finance, Romas Madu, have all pleaded not guilty. Their trial is set for June 18 and 19, 2025, with all the accused granted bail for the duration of the proceedings.
These high-profile cases are indicative of the EFCC’s intensified efforts to hold former political leaders accountable for their actions while in office. As investigations into Emmanuel’s case unfold, the people of Akwa Ibom and the wider public are keenly observing to see if the EFCC will uncover more details about the mismanagement of state resources during his administration. The outcome of the investigation could have far-reaching consequences for the political landscape in the state.

Emmanuel’s arrest comes at a particularly sensitive time for Akwa Ibom, as the state braces itself for the next round of elections in less than two years. The political contest is expected to be a fierce battle between the two dominant parties— the All Progressives Congress (APC), which currently holds the Senate Presidency, and the incumbent governor’s party, the Peoples Democratic Party (PDP). As the EFCC investigation continues, the political fallout from Emmanuel’s arrest is likely to add fuel to the already heated political atmosphere in the state. The potential exposure of financial mismanagement could impact the PDP’s standing in the upcoming elections, with voters closely watching how the party handles this growing scandal.
